Dave Henderson, President & CEO

Dave Henderson is the President & CEO of Osi Vision. He is responsible for the company’s vision, strategy, leadership, and execution.

Dave has over 20 years’ experience in both the public and private sectors, serving five years as an Air Force officer, and since leaving the Air Force, has founded multiple businesses, and served in a variety of senior executive roles, in both small businesses and large, publicly traded companies. Dave is a passionate entrepreneur with a proven track record of leadership, strategy, innovation, business development, team building, people development, and execution, across a wide array of functional disciplines including management consulting, engineering, IT, cyber security, telecom, software, and logistics.

Dave is a member of the Chickasaw Nation. He holds a Bachelor of Science degree in Electrical Engineering from the University of Miami, FL, and a Master of Science degree in Telecommunications from Southern Methodist University. He is a Certified Information System Security Professional (CISSP), an Information Systems Security Engineering Professional (ISSEP), and a Certified Information Security Manager (CISM). He is a member of the Armed Forces Communications and Electronics Association (AFCEA), the International Information Systems Security Certification Consortium, ISACA, and the Entrepreneurs’ Organization (EO).

Tony Arevalo, Executive Vice President / Chief Operating Officer

For nearly twenty years, Tony served as both a senior executive and advisor to over 100 small companies and clients by providing business growth and management advisement, support, and consultancy. Tony is passionate about corporate governance, restructuring, mergers, and resource optimization to improve the bottom-line and corporate cultures for small business.

Previously serving in the capacity of President, CEO, COO and Vice-President for various firms, Tony has led teams in the development of nearly $150M in federal and commercial business in engineering, manufacturing, logistics, and IT working directly with federal Contracting Directorates and Fortune 500 DoD Contractors. During this time, he has also been fortunate to have managed staff and teams of over 150 people.

Prior to his corporate life, Tony worked in the public sector as a senior staff member with local and federal-elected officials where he specialized in community and neighborhood revitalization projects, such as non-profit/for-profit cooperatives. He has served as a congressional aide; senior Council Member staffer and coordinator; and non-profit executive officer.

Tony has a J.D. from the Rutgers School of Law; a master’s degree in political science (Public Policy) from St. Mary’s University and his bachelor’s from Texas State University. He is an active parishioner at the San Fernando Cathedral, and a member of the Catholic Lawyers Guild. Tony has an Honorable Discharge from the Army.

Joey Oliver, Chief Strategy Officer

Joey has over 30 years of business management experience with both large and small companies in a variety of industries, including healthcare, cybersecurity, data management, telecommunications, energy, agribusiness, and contract engineering. Serving as Chief Operating Officer (COO) and Chief Financial Officer (CFO), he has actively managed and coordinated all the functional areas of a business. His focus has always been on strategic planning and the capital efficient execution and implementation of business strategies to consistently build value based on customer driven demand. Joey’s role for Osi Vision is to expand business operations in core competencies, including the development of additional commercial market opportunities and building a remote health monitoring and communications platform for the effective support of wellness and preventative disease management.

Over the last two decades, Joey has been an integral member of executive management teams of several startup companies, including three venture capital backed medical device companies which successfully developed and commercialized novel products leading to their acquisition by larger companies. Prior to managing startup companies, he worked for both private and public companies with international business operations and was directly involved in managing business units through restructurings and reorganizations, performance turnarounds, development of new business opportunities, mergers, and integration of acquisitions, and transitioning of divestitures.

Joey earned a Bachelor of Accountancy degree from the University of Mississippi and has been a Certified Public Accountant (CPA) for more than 30 years. He has served on various advisory boards, including evaluation teams of emerging technology, industry and professional societies, and non-profit organizations. Joey mentors and advises entrepreneurs and students on the business management and people development side of building successful organizations and viable companies.

Linda Guinn, Director – Human Resources & Business Operations

With more than 15 plus years of Administrative, HR & Management experience in the federal and commercial industry, Linda brings positivity and professional expertise to her position as Osi Vision’s Director of Human Resources & Business Operations. Throughout her career, Linda has been employed by Fortune 100, Defense, and privately-owned companies for her expertise in providing employees with a rewarding, positive and safe work environment.

Prior to her current role here at Osi Vision, Linda was responsible for direct and indirect HR and Payroll management as the Director and Interim Administrator of a Medical Specialty Clinic successfully implementing a cross functional training program which reduced overhead labor costs by more than 60%.

Linda honorably completed 4 years of active-duty service in the US Navy providing administrative support to Executive Level Officers and attended the University of Maryland. In addition to her active-duty service, education, and professional experience; Linda is a Certified Master Personal Trainer specializing in Cardio Kickboxing and HIIT (High Intensity Interval Training).

Linda currently resides in San Antonio, Texas with her husband and two beautiful children. Her hobbies include spending time with family and friends. She is a local and national contributor to the Habitat for Humanity, Wounded Warriors, Veterans in Transition and Children’s Shelter programs.

David Cartwright, Executive Director-Head of Commercial Cyber Security Solutions

With more than 25 years of sales and management experience in the cyber technology industry, David Cartwright brings unique insight and expertise to his position as Executive Director of Cyber Solutions for Osi Vision. He is sought after for his expertise in delivering solutions geared toward cloud-based information technology security governance, risk management, and compliance solutions. As part of the leadership team David is recognized as an industry leader in security solutions.

Prior to his current role, David was responsible for direct and indirect sales channel management, market development and strategic alliances. As the Vice President for Channel Management for a Commercial Security firm, he helped grow revenues by 50% over the last few years. David sponsors several initiatives geared toward helping customers drive a higher security posture for their environments.

Leadership development is an important priority for David. He believes that people are central to success and therefore places tremendous focus on building world-class teams that are well equipped to lead sales for the cyber security age. In his previous roles, David received numerous awards throughout his tenure in both privately held and Fortune 500 firms.

David holds a BA in Communications from the University of Arizona.

Charles Brice, Executive Director of Federal Strategy and Business Development

Charles has over 30 years in the Cyber/IT industry and currently serves as Director of Federal Strategy and Business Development at Osi Vision, LLC. Charles joined Osi Vision in May 2021. Charles has served as Vice President and Director for other companies in both operational and business development roles. He was responsible for organizational strategy and capture of new business opportunities and led proposal teams for efforts individually ranging in value from $2M to $1B. He also led programs and teams of up to 100 personnel delivering communications, cybersecurity, information management, and technology services to DoD organizations.

Charles retired in 2004 from the Army as a Major. He served as the senior Army representative for the Defense Intelligence Agency in the Directorate of Science and Technology. He enlisted in the Army in 1984 as a SATCOM Equipment Repairman. He graduated in 1992 from the Army Officer Candidate School and obtained his officer’s commission. During his time in service, he held positions as a Telecommunications Engineer/Signal Officer in roles as a Senior Staff Officer, Company Commander, and Platoon Leader.

Charles has an MBA from the University of Texas – San Antonio, a Masters of Cybersecurity from University of Maryland University College and he also holds credentials as a Project Management Professional, Certified Information Systems Security Professional, and Information Systems Security Engineering Professional.

Paul Skowronek, Director, Federal Cyber Security and Information Technology

Paul leads Osi Vision’s growing DoD, Army, and Defense Health Information Technology (IT) and Cyber Support business.

A 1985 graduate of the U. S. Air Force Academy, Paul is a retired B-52 instructor pilot, systems engineer, and military operations research analyst. After retiring from active duty in 2005, Paul has led several multi-$M services contracts providing IT, acquisition program management, financial management, strategic planning, systems engineering, test and evaluation, and sustainment support to AF and DoD clients.

As a Communications Security (COMSEC) subject matter expert for the $3.2B AF Cryptographic Modernization Program Office, Paul led the Cryptologic and Cyber Systems Division’s (CCSD) participation in National Security Agency (NSA) inter-service Algorithm IPT meetings, drafted CCSD’s classified State of AF COMSEC report, and presented the AF Crypto Mod Vision and Roadmap at the NSA Information Assurance Symposium. He also built and operated a Systems Integration Lab that allowed the AF Public Key Infrastructure (PKI) Systems Program Office to evaluate rapidly evolving industry identity management capabilities and information assurance protocols.

Brian Hickman, Director – Logistics and Technical Services

Brian has led and supported senior level management groups, capture leaders and delivery for clients in the Department of Defense (DoD), FedCiv and commercial industry for over twenty-five (25+) years as business industry leader. Brian has a proven track record of success in managing highly technical personnel/SMEs, meeting programmatic objectives, and delivering quality products and services to a diverse client base which has represented more than $50M.

Over the course of his career, Brian has helmed high visibility program teams that led a digital transformation of the B1 Program at Tinker AFB; served as the on-site liaison and interface for high visibility multimedia missions which served graduating AF pilots at Sheppard and Lackland. His logistical and facility management experience has also been honed over six years as the facility projects lead at Osi Vision.

In addition to providing Directorate Leadership, Brian serves as the Lead in branding and imaging in support of company-wide marketing endeavors.

Prior to joining Osi Vision, Brian’s entrepreneurial pursuits included founding and leading two commercial service companies in the San Antonio, TX area. Brian earned a Bachelor of Fine Arts degree from Midwestern State University in Wichita Falls, TX. His combination of artistic creativity and entrepreneurial spirit serves as a springboard for his support to Osi Vision’s growth across all sectors.
